BRAZIL’s INMETRO proposing new model

INMETRO has issued a public consultation regarding the proposal for what they are calling a “New regulatory model for INMETRO”. The main goal, according to INMETRO’s director Gustavo Kuster, is to make Brazilian market safer for society and citizens and to create a less bureaucratic and more simple system. The action is a part of INMETRO’s new strategy aiming to simplify the process by creating rules that cover a wide range of products, following the example of the European Union.

 

Also according to director Gustavo Kuster, manufacturers will have more responsibilities as well as freedom to market their products. “It takes us up to seven years to implement new measures nowadays. The solution is to rethink the entire model. Our strategy is to simplify, that’s why it is important that the community takes part in the public audiences that will be open aiming to narrow the existent proposals and to make the simplest regulation process possible. This is one of the new government’s goals.”

 

Making it less bureaucratic helps to increase competitiveness among products (either locally manufactured or imported) marketed in Brazil. It is vital to help companies by making INMETRO’s certification process faster – he adds.

 

“We need a simpler and less prescriptive regulation, that allows innovation” – highlights the director.

 

Currently, INMETRO works with a framework that covers 684 items, including a wide range of medical devices, which represents only 10% of the products marketed in Brazil. Kruse points out that we need to modernize our present regulation rules by creating basic general principles that will ensure the safety and quality of all products. The goal is to cover 100% of the products traded in the national market.

 

All citizens and companies will have 60 days to answer seven questions that will contribute to the first step into the changing process. In order to participate and make suggestions, please check INMETRO’s website.

 

INMETRO is concerned about making the future transition to the new model as smooth as possible for manufacturers, certification bodies and the society. In due course, changes regarding all the regulated products and categories will be scheduled considering the proper time for everyone to adjust. We believe the current public consultation indicates INMETRO’s intentions of building this project with the participation of the parties involved.

INMETRO abre consulta pública sobre projeto para novo modelo regulatório

 

Na última semana, o INMETRO colocou em consulta pública o projeto de mudança do seu marco regulatório. Esse novo modelo tem como principal objetivo tornar o mercado brasileiro mais seguro para a sociedade e para o cidadão, além de criar um sistema com menos burocracia e mais simples administrativamente.

 

A ação faz parte de uma estratégia de simplificação, a partir da criação de regras mais abrangentes, que incluam categorias inteiras de produtos, nos moldes do que já ocorre na Comunidade Europeia.

Para o diretor de Avaliação de Conformidade do Instituto Nacional de Metrologia, Qualidade e Tecnologia (Inmetro) – Gustavo Kuster, os fabricantes passarão a ter mais responsabilidades, mas também mais liberdade para produzir e colocar seus produtos no mercado, “Hoje em dia levamos até sete anos para implementar uma nova medida. A solução para esse estado das coisas é repensar todo o modelo. A estratégia é simplificar, por isso é importante a participação de todos nas audiências públicas que serão abertas com vistas a enxugar as propostas já existentes e tornar a regulamentação a mais simples possível. Esse é um dos objetivos do novo governo”.

 

Enxugar a burocracia, acrescenta Kuster, tem como objetivo incentivar a competitividade entre os produtos comercializados (fabricados no Brasil ou importados) no mercado brasileiro. Para isso, é fundamental facilitar a vida das empresas e dos empresários, agilizando as aprovações no Instituto.

 

“Precisamos de uma regulação mais simples e menos prescritiva, que permita a inovação por parte do setor produtivo”, sublinha o diretor do INMETRO.

 

Atualmente, o INMETRO trabalha com um arcabouço que regula 684 itens, nos campos da avaliação da conformidade e da metrologia legal. Todo esse emaranhado de regras cobre apenas 10% dos produtos comercializados no Brasil.

“Precisamos nos modernizar em relação às regras atuais. A ideia do novo marco regulatório é criar princípios básicos e gerais que garantam a segurança e a qualidade de todos os produtos. Nosso objetivo é cobrir 100% do que é comercializado no mercado nacional”, sinaliza Kuster.

 

A sociedade como um todo – cidadãos, empresários e entidades de classes – terá 60 dias para responder a um questionário eletrônico com sete perguntas que ajudarão a contribuir nesta etapa inicial do processo de mudança. Para participar com sugestões e propostas sobre o novo regulamento geral que está sendo desenhado pelo Instituto, basta acessar o site do INMETRO.
