New General Product Certification Requirements – INMETRO

On June 1st 2021 the new RGCP (General Product Certification Requirements) came into effect, as established by INMETRO Ordinance No. 200 (April 29th, 2021). The new requirements are a part of INMETRO’s project to reduce the certification processes’ bureaucracy in the Brazilian market, and revoked previous Ordinances numbers 118-2015, 250-2016; 252-2016 and 176-2017.
As well as defining more clearly the criteria for issuing all certificates (according to Annex C), the new RGCP also updated the version of the quality management system requirements to be verified in factory audit, and made it mandatory to carry out the certification’s closure process.
All RACs (Conformity Assessment Requirements) that previously did not mention the RGCP, shall be required to take this new regulation as basis for the following items:
- Certificate Issuance;
- Certification Request;
- Certificate of conformity;
- Activities Performed by OCP accredited by a IAF MLA member;
- Certification Transfer;
- Certification Closure;
- Conformity Identification Seal;
- Authorization to Use the Conformity Identification Seal;
- Responsibility and Obligations;
- Market Monitoring;
- Penalties;
- Complaints;
- ANNEX B – Certification Transfer – exclusively in cases of omission;
- ANNEX C – Additional Criteria for Certificate Issuance.
Therefore, within a maximum period of 6 months after their effectiveness, the new guidelines will impact all scopes of products that require compulsory certification in Brazil, thus unifying the general requirements for product certification processes.
